The background to this amendment is the same as the previous page, racial issues. Before this amendment was passed, some American Citizens were not allowed to vote. This was a big deal because how can someone call themselves an American citizen and yet not be able to voice their own opinions and thoughts about who should lead us? Therefore there needed to be a change to help further the idea of equal rights for all in America. Then the 15th amendment was passed and it granted all United States citizens the right to vote. This amendment was once again meant with disagreements over it because a lot of the population of the United States at the time did not support African Americans and their rights.

For the first time in history the United States had all these new American citizens, but they had no way of exercising their democracy like other American Citizens. This was a big deal because one of the great things about American Society is that we great rights other country's do not, like be able to voice our opinions when we feel the need too. Therefore, for the United States to grant citizenship to all the freed slaves, they had to grant them equal rights also.
